Fixes swamp-club #2782, narrowed on triage to the wording at human stops. The churn rule and the near-limit warning were dropped:

In the trial, that led the agent to present a reached cycle limit as a barrier. Now, at every human stop, the agent lays out each exit that is open or can be opened, one line each with its cost:
